[Sea of Claws] Encumbrance Effect for Ships

The rules in the Sea Of Claws state

"Carries This is the Encumbrance value of the cargo that the ship can comfortably carry. A ship loaded with more cargo suffers penalties to speed and maneuverability."

I see that there are some penalties for handling tests (at least that's what it says, but I don't get any penalties for boat handling in manoeuvres) and there is no move penalties.
