Automatic westernization improvement

Not all tags automatically westernize at the normal time for this. Potentially this is a consequence of the dismantlement fixes that I have done to my installation, although all tags should westernize at the automatic date. This is currently a placeholder issue so that I can fix this when I get time. My first instinct is to take look at this, and if necessary change it to a decision that works without restriction.
