Take into account resolution and status of single tracking bugs for autoclassifications #820

If a single tracking bug for a given test was closed as INCOMPLETE, it means for a few months the test has not failed intermittently.
This is signal that a new failure in the test might actually be a permanent one, so we should consider this as part of the algorithm that makes a determination on which failures to consider as intermittent.
If there is a linked bug closed as INCOMPLETE, we should be more strict with the algorithm and consider the failure as intermittent if we have stronger signals than normal.
