Tool for expanded transfer tests

We want to be able to get performance metrics for more possible configurations. This includes:

Transfer tests with all combinations of:

• Bandwidth: 1Mbps, 10Mbps, 50 Mbps, 100Mbps, 1Gbps
• One way delay: 5ms, 15ms, 50ms and 100ms + 250ms
• Loss rate: 0%, 1%, 2%, 5%, 10% and 20%
  • Different loss profiles: constant, bursty
• Different servers: quiche, mvfst, msquic and quic-go
• Neqo as server, sending to: quiche, mvfst, msquic and quic-go (assumes Implement POST test in quic-network-simulator #778 is not available)
• Different Neqo CC algorithms (depends on Configurable congestion control #443 Cubic congestion control algorithm #446 BBR or BBR2 congestion control algorithm #777)
• Repeated runs (e.g. 50 times)
• Comparison against TCP and HTTP/2. Should be close to (within 10%) or better.
• Test when competing with TCP flows over the same link (cross-traffic)
• AQM: yes or no
  • Different queue lengths

This could be implemented as an extension or special build of QNS framework.
