The cells are now aligned, but the IMPUESTO DE TIMBRE: text is placed behind A CARGO DE UNIANDES .

About the second column, there is a subform with a tb (top-to-bottom) layout which contains an exclGroup which itself contains 2 fields. The top subform has a para element where vAlign is "middle".
In playing with the vAlign attribute in Acrobat I can guess that it is taken into account to place the two fields in the middle of its parent.
