We're planning to create a 'subordinate CA owner' object in CCADB to help manage the requirements for public discussion in section 8 of this policy. Once that happens, CCADB can automatically notify us when a new organization takes control of a subordinate CA and we can replace the reference to notification via email in the current policy. This came up during the discussion of issue #140.
