This adds a new workflow for releases that will trigger off of
v*tags.As well, the changes to
make deb-pkgandmake rpm-pkgallow for those commands to be ran on Mac's and build working packages.This workflow was being tested here: https://github.com/mozilla/sops/runs/2230481850?check_suite_focus=true
