Add ComicTagger to PotableApps.com

What steps will reproduce the problem?
1. Go to PortableApps.com
2. Check directory of available apps
3. See that comictagger is not there.

This is a feature request, not a defect report, so I changed the label.

No plans for now to implement this, but if I hear more requests, I may do it.  
Adding new build configurations is a pain.
