Fix RCU dereference usage by moving it to a RCU read critical section. Some failures can happen when the PM tries to establish new subflows. Without new MIBs counters, it is difficult to understand what went wrong, as discussed in #331, e.g. one related to 'subflow creation attempt', only increase
JOINACKMACon HMAC failures and increment different MIBs on other tests failures.See the discussion on #331 starting from @pabeni's comment in #331 (comment)_
