We can use https://github.com/gmcquillan/django-brake

Questions:

Do we need to worry about django projects without a cache set up? Will django-brake just fail gracefully?
How can users customize the rate limiting over the various timelines?
Should we just leave rate limiting to the django project?
How do we deal with the required customization?

Turned out to not be an issue in practice so far.
