Build libtiff universally

Enables the libtiff to be built universally.

I adjusted the build conditions and tested it on OS X 10.7.

--with-apple-opengl-framework and --enable-cxx are both configure options that pass make check
on Lion and Snow Lep. I've been using them for a few months.

--with-apple-opengl-framework tells the configure tools to look fro the OpenGL framework instead of the X11 opengl headers when its look for opengl support. Basically, its just telling it where to look since /usr/X11/include is not always in the default include path.
