Should move create! method from agency initializer

Hi Rufus,

When I use theman, sometimes I don't want to import and create a table when I initialize agent. Would be great if we could remove that method in the initializer.

Also, I found that I normally import the data right before I create the model for it. So maybe it is a good place to call the create! method in the model initializer.
