Background: It seems that the Windows installation process is running into some 
issues. It would be good to fix these so that the installation process for new 
developers is seamless.

Thus, the purpose of this issue is to track issues with the Windows 
installation (please include error logs etc.) so that we can fix them and test 
the fixes. So, if you run into any documentation/installation issues, please 
document them here so that we have a record of them and can fix them.

Hi Ben, please note that the Windows installation instructions have been 
updated (I've been working through them with Andrey):

    https://code.google.com/p/oppia/wiki/WindowsGuidelines

If you could use the latest (simpler) version instead, and report any issues 
you find, that would be great!

Step 9 appears to produce some errors for me. I attached a screenshot of the 
summary results. I also found this stack overflow answer which may or may not 
be useful, since one of the errors was "import by filename is not supported".
