Improvements for the feedback popover

1) Currently, the only way to close the feedback popover is to either click 
'Submit' or click the 'X' in the top right. However, before the user has 
entered any feedback, it would be nice to be able to close the popover by 
clicking anywhere outside of the feedback popover.

2) The default Bootstrap-defined shadows and border-radius for the popover feel 
too heavy, it would be nice to reduce the box-shadow and border-radius.

3) If you hover over the 'Feedback' icon, the black tooltip appears. Once you 
click on the feedback icon, the black tooltip is still there until you move the 
mouse off of the icon. It would be better if the black tooltip went away once 
you clicked on the feedback icon.
