Documented Nucleus high level requirements in a Google doc and reviewed the requirements with @jordanpadams and @tloubrieu-jpl .

Currently incorporating the the review comments and preparing a document to be added in GitHub.

Created a markdown requirement document at https://github.com/NASA-PDS/nucleus/blob/nucleus_3_high_level_requirements/docs/requirements/REQUIREMENTS.md and made a pull request (#9)
