Access Denied for Dataset URL

The OCW builds and podaac builds (try running a fresh one) are failing when urllib tries to access the dataset at the following url.

Can you point out to the unit test where this is happening?

In all honesty, in OCW we have several '"live" tests meaning that network,
and service availability is an issue. We need to use basic mocking for all
of these tests and decrease runtime.
