Move location of Visibility Panel?

What problem does this address?

Setting Visibility for a block is pretty rare, but the visibility panel is very high up in the sidebar - above things like Color, Typography, & Dimensions, which get used pretty frequently.

What is your proposed solution?

Would it be possible to move Visibility to just above the Advanced panel?

Oh, how I soooooo wish this was possible. Unfortunately, there is no way (currently) to order slotfills. @ryanwelcher has an open PR that's related to this, but it has stalled.
