Capturing requirements

I'd like to start capturing requirements for the system in a centralized place (probably a set of markdown files in this repo). It would be helpful to separate out requirements for the development system and for the actual workshop instance.

For example:

• increase persisted user space ? #1 suggests ~30GB storage per user for the workshop instance, 5GB for development
• We've had 6 users launch notebooks on the dev instance, I think we
• How many cores, how much RAM per user?
• "Not Secure" https #3 reasonably suggested real TLS certs
• It sounds like we want basic scipy-notebook for one of the workshops, but we're also exploring Dask support for another. Could we outline current thinking on the workshops?
