Update near-api-js docs to showcase FailoverRPCProvider
Description:
a 'provider' object was introduced into the near-api-js config in April, our docs here and the RPC provider page should be updated to showcase how one can configure multiple RPC providers to enable automatic failover to alternative providers after a configurable amount of rpc calls fail on the first provider.
