Network gives node longer time interval to upgrade to the latest nearcore release #4354

Currently, two epochs after the network has reached 80% of node running the latest code release, the network automatically upgrade. The nodes which don't upgrade after the network has been upgraded will no longer be able to operate. Nodes are requesting to have longer period.

For CODE_RED and CODE_YELLOW, the existing 48 hours are sufficient. For CODE_GREEN standard release, nodes could be give longer time (TBD @janewang) and be given more predictability.
