Add a way to ignore recent connections when booting up a node

We will add a command line flag “--ignore-rc” (name TBD) to neard, which makes the binary ignore recent connections and try to find new peers starting from the boot nodes. Note that it won’t purge stored recent connections, as it will be cleaned naturally once the new connections survive long enough.
