参考API： chrome.command

该API需要在25以上才支持，可以考虑针对这些高版本提供这个功能~

使用方式大致为：

用户双击一个单词，ctrl + c 复制，然后使用快捷键，自动打开browser action，用户粘贴单词进去回车...
