bcbookie doesn't take active buy orders into consideration when determining if enough funds are available when placing new orders #14

What steps will reproduce the problem?
1. run bcbookie.py
2.
3.

What is the expected output? What do you see instead?
bcbookie should take into consideration open buy orders when determining if 
enough funds are available to support new orders.

Instead bcbookie only considers the account balance when screening orders which 
can result in buy orders with insufficient funds.
