Here is the developmenter's reply, and I solved this probelm by following this instruction, you may tried it.

Thanks for bringing this to my attention! Marseval is a custom python module that can be downloaded from https://github.com/neuroethology/MARS_pycocotools -- you should be able to install it by following the instructions in the readme.
