#updateBox needs to be moved outside #welcome-layout #11

I don't know enough about Marionette to do it myself (I tried) - #updateBox needs to be available on all pages but the form part breaks when I move it outside of #welcome-layout.

Technically fixed by d59ebf0 but if we put a form in there again in the future we will need to mess with it again
