Failure to detect GPL 3.0 license

Using the latest, scancode failed to detect GPL 3.0 license with this string:
"License GPLv3+: GNU GPL version 3 or later http://gnu.org/licenses/gpl.html.
This is free software: you are free to change and redistribute it.
There is NO WARRANTY, to the extent permitted by law."

in a binary file. There are many such files in /usr/bin/ with that string such as 'basename', 'cat', and 'chmod'.
