I expect to have the user managment on the admin side

I don't have the user management on admin.

GitMate.io thinks possibly related issues are #11784 (14.0.3), #11807 (News app stopped working after update to 14.0.3), #4504 (Update to 11.0.3 failed), #9815 (No update 13.0.3 possible), and #6687 (Error during 12.0.3 database upgrade).
User management is as always not under settings but directly under users which you find in the menu on klick of your profile avatar at the top right.
It has never been under the admin settings
