Installation problem

I sat with someone trying to install ARTview the other day. It did not go smoothly. It was on a MacOSX 10.11, anaconda distribution.

Using the base anaconda install, the PyQt v5 caused many issues. In addition, some netcdf libraries could not be found properly until hdf4 was installed. However, there were way to many conflicts to alleviate in a timely manner. Unfortunately, the matpolotlib 2.0 install seems to have PyQt5 dependency, and needs to downgrade for PyQt4.

We are going to need to make sure we are compatible with the newest versions of a few packages for the v1.3 release or pin the versions in the requirements.

From a clean environment, using the conda packages, there was no problem with the install.
