[RFC] New 'Learn' page

Currently at the bottom of the homepage we have 'Learn Nim today', which has a link to Tutorial I, basically making people unaware of any other learning resources.

People coming to Nim for the first time would benefit from having as many as possible learning resources available, and this is where 'Learn' page comes in.

This page would contain links to both official and unofficial learning resources (which would be divided in several categories, to be decided later):

• official tutorial: part I, II, and III (macro tutorial). (More specialized tutorials (e.g. async) to come later)
• manual
• Nim in Action book
• unofficial tutorials (Nim Basics, Nim by Example, Nim Days, etc.)
• FAQ (there is an official one and an unofficial one, should they be merged?)
• Nim for C programmers, Nim for Python programmers, etc.
• awesome-nim (which should be updated and populated with more stuff)
• Nim track on exercism.io (which should have much more tasks available to solve in Nim)
• (other learning resources that I didn't mention above)

Having all the available resources laid out in front of you, divided in several categories or tagged (for beginners, for experienced coders, etc.), should make learning Nim and making first steps in it much more pleasurable experience.
