Issue Description:

The stock synthesis documentation files need to be updated and @kellijohnson-NOAA suggesting the smaller latex files first.
5converting.tex & 14r4ss.tex are both short files that should be fairly easy to review and update so @e-gugliotti-NOAA suggests starting with these first.

Items to do:

Review and update content
Update latex formatting including accessibility formatting
Bonus: look into epub for better html output

e-perl-NOAA added documentation Manual labels

e-perl-NOAA assigned kellijohnson-NOAA and e-perl-NOAA
