it would be great to see documentation of all permutations of bycatch fleets and non-optimized fleets; but seems a lower priority.

@Rick-Methot-NOAA I went through the original issue but I'm a bit confused on what is meant by 'documenting all permutations of bycatch fleets and non-optimized fleets'. Is there a list of these permutations in the source code somewhere?
