When compiled in debug mode, a divide by zero is detected in module_MEDIATOR in the atm_ocn_flux phase when calculating the variables thbot1 and rbot1.

Update ice_meltpond_lvl.F90 (NOAA-EMC#20)

Fix for 6 hour debug test failure.

Failure was with same error as previously noted in ufs-s2s-model
issue 69 so is unrelated to specific changes made when merging
the punyswrad feature branch to develop

This change allows 6h debug test to complete on both orion and
hera
