Doesn't

A document shall also be committed in "DRAFT" status""

mean the same thing as

All EPs will be committed to the repository regardless of their acceptance. The initial status shall be "DRAFT".

Yup. PR to fix would be welcome, but this is basically a legacy repo at this point and likely to be archived soon. I'm going to close this. Again (and redundantly!), PR to fix welcome.
