This appears to break test-setproctitle.js. My first guess is libuv/libuv#1396 for the culprit.

A full CI run I started last night is here: https://ci.nodejs.org/job/node-test-commit/11914/

The second commit in this PR still needs to land and be released in libuv. The Windows failures here are addressed by #14950. Still looking into some other failures though.

Odd, seems to have just gotten stuck. I killed the job, cleaned up the processes, and rebooted. Hopefully that'll sort it.

This was only in a live release for a week though? seems like 1.14.1 at least should have more time.

There is no 1.14.0 update. We skipped directly to 1.14.1 because of a regression in uv_set_process_title().
