Error npgsql postgresql visual integration studio 2017 (Could not load file or assembly 'System.Memory, Version=4.0.1.0)

Steps to reproduce

after updating the version of visual studio to version 15.9.11 when trying to connect it shows the following error:

already try uninstalling and installing again. and continues with the same problem

Notes

Before updating the visual studio version it did not show that error when making the connection.

PostgreSQL version: PostgreSQL 10.4, compiled by Visual C++ build 1800, 64-bit
Operating system: Windows 10 pro
