Is it possible to run the GUI app under linux? Either natively or in wine. I tried wine "PC Scope.exe" but it failed.

I've never tested it under linux environment. It may be possible to set dso.dll target .NET framework to net.core and compile it to work under linux, but the question is what about gui....
