@subutai Does this need to be fixed in the C++ spatial pooler as well?

Yes we should put that change in there. Also, we should add a unit test for this condition.

@rhyolight Thanks for opening this, was going to do it after sub-sub confirmed it was an issue. The title needs to be updated 1% -> 100%
