Describe the bug
Broken tab panel height. It's not dynamic anymore, but is static based on Max. number of tab rows. No matter the number of tabs, height of tab panel is constant.

Environment
Firefox Developer Edition 107.0b1
Latest Paxmod
MacOS Big Sur
