This doesn't display correctly (hit the view file @ button). It is probably best to copy the formatting from one of the other release notes.

should I use markdown list format?

Hmm... 1.8.0 displays OK, at least when I click on the filename.

Mostly I think you just need a * before the list entries.

The notes also need an entry in doc/source/release.rst

Looks good. How did you identify the tickets? I know there where more commits then that.

I went through all merge commits, if something was committed directly I missed it. I also skipped minor things like typo fixes.
