NVDA skip on empty TH cells in PDF files #13889

Steps to reproduce:

Download this pdf: B.pdf

when you listten to NVDA you will notise that NVDA dos'nt read
the first cell (TH) becouse is empty (no text or tag in it).

Actual behavior:

when you listten to NVDA you will notise that NVDA dos'nt read
the first cell and the first cell is the secod one.
all the colonms headers ont in the place.

Expected behavior:

NVDA should say to user that first cell that empty

System configuration

NVDA installed/portable/running from source:

NVDA installed on my computer

NVDA version:

2021.3.5

Windows version:

window 11

Name and version of other software in use when reproducing the issue:

acrobat pro

Does the issue still occur after restarting your computer?

yes

Have you tried any other versions of NVDA? If so, please report their behaviors.

yes , 2022.1
the same problem as before.

If NVDA add-ons are disabled, is your problem still occurring?

yes

Does the issue still occur after you run the COM Registration Fixing Tool in NVDA's tools menu?

yes

in general.
to mimicat the problem, create table with first TH cell empty without any tags or text in it. (see the attached file).
then you should see the problem.

I can reproduce this with 2022.2rc1

No - this is still an issue

Side note (in case related?) PDF table headers are failing across all major browsers except Safari at time of writing.
JAWS currently is no better than NVDA.

NVDA and the Acrobat Reader plugin seem to handle them properly tho. (Test done with IE).
