Add option to configure figure and caption reporting

Currently, there is no way to configure reporting of figure or caption elements when using browse mode.

Describe the solution you'd like

Either have one checkbox that would toggle both figures and captions together, or a separate one for each.

• Move the virtual cursor to "button before" in browse mode.

In this news article, the photo of Dominic Raab is announced as a figure. I'm not sure what marks it up as one. So as I said in my original comment, I'd like to see an option to toggle reporting of these.

Thanks @kara-louise. I can reproduce this in Firefox only. I have made a minimal sample to reproduce this:

With this sample, in Firefox NVDA reports:

NVDA+space
Browse mode
NVDA+up arrow
button    before
down arrow
figure    caption    Media caption XYZ

I'll update the issue description with this.
