Jump to the coresponding settings category even when the settings dialog is open

Is your feature request related to a problem? Please describe.

1. Open NVDA menu / Options / settings
2. While your focus lands on general settings category, press any other command to open another settings category (i.e. nvda+ctrl+s, b, d, k etc.
   NVDA does not move the focus in the category list to the coresponding category.

Describe the solution you'd like

NVDA should move the system focus to the coresponding settings category like it does when pressing the command without opening the settings dialog before.

Describe alternatives you've considered

Leave as is, but the user will b confused about why NVDA does not react to standard commands defined in NVDA's input gesture dialog regarding the settings categories.

I had created PR #12995 as an attempt to resolve this issue.

Unfortunately, I have not been able to tackle all corner cases, especially when the child dialog to choose a synth is opened from the speech settings panel.
