Summary of the issue:
Windows 8.1 and 32bit versions of Windows are no longer under active support from NV Access.
Without sufficient users to test changes, we cannot guarantee support of patches and fixes for these systems.
We still welcome well tested changes for these versions, however declaring full support for these is misleading.
As such, we should update the user guide to note that these versions are no longer receiving full support, even if NVDA can run on them.
Description of user facing changes
Creates a new section in the user guide for recommended system settings. This encourages 64bit Windows 10 and newer, and gives a suggested RAM minimum.
