KPGO VGOS Ready, Start, and Stop Messages do not get appended to the FSPC session logs.

Currently VGOS ops messages via the rdbe_msg GUI do not get appended to the FSPC session logs. They only get sent out via email to the IVS mailing lists. These operational messages for each session contain important data as well as comments for status of system and pre and post checks performed. This is key information that should be included in the logs to aid the correlation and analysis teams.
