example mdlpo.ctl file needs updating

@jfhquick noted that 0.0 is an inconvenient default for Φ in the example mdlpo.ctl file since most antennas these days are azel.

The current value is left over from when this was developed for GILCREEK, which had an XYNS (keyholes on the horizon to the north and south), in the 1980s. However, there is no default that will work for all cases. Instead, it may be better to comment out all lines so that it is necessary to lay hands on it when first installing. That should probably be the case for parpo.ctl as well.

Tasks (mdlpo.ctl):

• comment out all lines
• add comments explaining how to setup
• use 90.0 and parameter two off as the commented out line for Φ and the parameter flags (the most common case)
