[mixnode] replace rocket with axum #4071

Description

This is mostly a clean up PR that replaces rocket in our mixnode http api with axum.
It's also the first step towards #4070 as it will allow us to combine the routes under the single server.

testing remarks:

all the routes, i.e. /verloc, /stats, /stats?debug=true, /description and /hardware should work EXACTLY the same as they did before
