[DOCS] Add Project Export and Export Script documentation in developer guide

Describe the issue briefly

With the newly introduced Project Export features, we have new user guide pages for detailing the export features and working with existing export scripts. However we are currently lacking in-depth technical resource pages for contributors to dive deeper into how they work.

The following export script pages require in-depth technical discussion in the developer guide:
