Describe the bug

when I have all two module installed, there is no possible confirm the purchase invoice without tax like request in readme of l10n_it_bill_of_entry

To Reproduce

Steps to reproduce the behavior:

1. configure mandatory settings for bill_of_entry
   

2. create the purchase ivoice without tax

3. confirm it

4. there is not possible because ther is not tax

5. problem: to generate the dogana invoice we must do not have tax in purchase invoice

Expected behavior
it is correct that there is no tax

Additional context
Remove the control of tax required only in bill_of_entry
