Question: CI for detect unreleased dependencies is working in non oca repos?

First, Thanks for this tool.
I used this tool for my repos and I got fail for unreleased dependencies.
I have two repo. One repo depends on oca and odoo addons. Another repo depends on odoo, oca addons and the first repo's modules.
So, I created test-requrements.txt in second repo and added the modules. But the problem is CI for detect unreleased dependencies is always failed. That CI is only available for OCA repos?
