Following @callumrollo' suggestion, I created a CONTRIBUTING.md so github (and users) find contributing information more easily.

Closely related to how to contribute practically is a code of conduct for contributors. I think it is a good idea to have one for our project, and I took the template from https://www.contributor-covenant.org/ for CODE_OF_CONDUCT.md. Since we don't have a project email, I put down my email in case people want to report unacceptable behavior. Does this sound good? Let me know if you have other suggestions.

I'm surprised we don't already have a CPT-wide code of conduct we could point to here.

I think our CPT-wide code of conduct sits on our shared google drive, not on GitHub. We could think about moving it to GitHub. Until then let's go with this one for gcm-filters.
